Divisional Director, Project Development

The company was established on 1 September 1972 as a Statutory Board under the Ministry of Trade and Industry. Its charter since inception has been to oversee the development, management and promotion of the Sentosa Island as a resort destination for locals and tourists. Direct the strategic planning and development in relation to the physical implementation of the Sentosa Master Plan, and steer the management of projects covering both developmental and asset enhancement to deliver the desired outcomes in tandem with Sentosa’s vision. Lead and manage the full spectrum of project development functions that comprises of project management and compliance, project budget and cost control, liaise with government agencies and internal departments, etc Provide risk assurance management to ensure all risks related to individual project are suitably identified and managed. Manage and deploy both internal and external expertise to execute projects efficiently and effectively Lead and manage the engineering services that include the civil, structural, and electrical and mechanical engineering services Review design and provide value engineering solutions to facilitate and support development works in line with Sentosa’s business strategies Implement feasibility study of innovative projects to validate the requirements Head the team in the formulation of sound procurement policies to ensure it provides value-for-money and effective procurement, while maintaining good governance and is responsive to the business needs of the various functions / activities in the organisation Degree in Engineering or Building A member of local professional institutions such as Professional Engineers Board, Society of Project Managers or equivalent At least 25 years of experience and knowledge in the contracts management, planning, design and project management of civil engineering, M&E and building developments (preferably in large scale complex projects) Relevant experience in leading a multi-discipline project team for the implementation of large scale projects, with at least 10 years in a senior management position Working experience and knowledge of government policies, functions and requirements of various key agencies and the regulatory framework for development projects. Knowledge of government IM and procurement rules is an added advantage Experience in reclamation, coastal engineering, resorts development and leisure management will be preferred
